At this point we've been leaving alot of the specific rules up to the voters to decide what's eligible or not.
Certainly I don't see why a photo comic wouldn't be eligable for writing awards.
Artistic awards might be more debatable, but I don't see why it should be a problem either, provided enough voters agree with it qualifying.
