Nuclear weapons are scare tactics in and of themselves. Nuclear weapons have been used to bring international political clout since Hiroshima/Nagasaki at the bargaining table. Most nuclear weapons in the world is aimed at some target right now. Does it really matter that new targets are assigned to old warheads? To most of us it means exactly dick to our lives, to politicos it is their bread and butter of existence.
As for the 'axis of evil', take that as you would the words of any politician.

Umm, y'all do realize that, by law, the NSC (National Security Council; president, SecDef, NSA, and Joint Chiefs, IIRC, but don't quote me on that) have to review the US's nuclear weapon contingency plans every year, right? It's far easier to plan for reactions when things are relatively cool than in the heat of the moment, after all.
Also, while the threat of nukes might not have much of a direct deterent value on the nutcases actually carrying out the terror, it does have an effect on the burrocrats (not a misspelling) running the countries supporting the nutcases. No matter what country you're talking about, a burrocrat's primary concern is staying in power, and that's somewhat difficult when your country is threatened with becoming a glass-topped parking lot... even if the threat is only a stated one. Hell, you could even say that the various implications about Bush Jr being stupid (I don't think so, even if I didn't vote for him) work in his favor. "Oh, hell, we'd better behave, or he might accidentally press The Button while playing with it!"
Besides, Bush's threatening to nuke actual countries doing bad things beats out Clinton threatening to nuke the freaking Pacific ocean when he was in office.

If we're concerned about certain countries developing nuclear weapons, I don't see how giving them a really good reason to develop nuclear weapons is at all constructive.

The old Soviet military command and the new Russian military command have an interesting policy about nuclear weapons: they are conventional munitions. In other words they would not hesitate to use such weaponry if they'd be more practical than conventional bombs. This "weapon of last resort" business is entirely a western concept. Both Russia and China are leaders in tactical nuclear weapon arsenals and technology whereas nuclear armed NATO countries have been honing their strategic nuclear weapon arsesnals.
I'll also point out development of a weapon is not use of a weapon. For all the nuclear weapons created how many of them were actually used (including tests)? Same goes for biological and chemical weaponry. For all the hype less than 1% of all those weapons have been used since their introduction to warfare in WWs I & II.

Of course there is a plan to use nukes on those countries. They have a scenerio to nuke everything in the world. Dosn't mean it will happen. Does mean that theres a bunch of people sitting around thinking about it. Would you be happier if there were no plan at all? My tax dollars at work. Those overpaid bastards. -docabsinthe
Why bother, we're all dying from the moment we're born. Hell we absorb an insane number of rads every day(Rads in this case being the measurement for radiation).
