I've always thought there was more to that bag boy.

But is it me or is there really a mentally handicapped bag boy at like every grocery store. I've worked my fair share of them. Its kind of odd.

I don't think it's odd. I'm sure there are equality laws that require companies who are able, to hire mentally challenged employees. And if you do have to do that, what's the logical thing to do?

Give them the simplest job.
