I do all three methods. Yet another short-sighted poll that fails to account for all possible results.
I do most of my work on paper and scan, but I also either trace or do bits (hands, bag, bottles, etc.) with the tablet, and the complex structures that require straight lines seen in my work are made with vector graphics and then exported to bitmap.

I made most of my comics by drawing everything with tablet, starting from the sketch. Nowadays, I mostly do everything on paper and then scan. And then I print the scan and scan it again in order to resize the image.

For actual comics, I've switched from scanning in inked-and-shaded stuff to scanning in sketches and inking them on the tablet (and mcDuffies, I find it much easier to ink with a tablet!
), but for non-sequential art, I generally just do everything digitally.

If it's about price, tablets are really coming down in price these days. I got mine for $400 with a student discount, but I've seen them go as low as $75. If you have a tablet then Painter is good for sketching, inking, and coloring. I've been doing that lately.
