No, it's a comic book. you can't tell from the animated gifs, though, as it's really well done.

Comic Book? I have the original anime GUU series episodes 1-26, and GUU deluxe episodes (howevermanytherewere). There's also a second series of GUU out, all animated, on DVD...

Have you not watched GUU? Or do you mean that it was just a comic book first?
