They just look like welders working on a new curvy building to me. You judge this city too harshly. Sure their sense of style may lean toward the pointy side, but that is no reason to assume they live in a dystopia. Those buildings look like claws, the whole town is in dirt-gray tones except for a few coloured lights in the corner, and heavy clouds in the sky just add to the threatening impression. Maybe there's nothing objective to tell that it's a dystopian city, but the whole atmosphere is doing that job good enough.
