I planned my comic for almoast two years before getting a site for it. I had another comic before it that someone else drew (only got a few pages in) but that taught me the HTML and FTP basics.
From reading all the webcomics I have on my favorite list, I've learned that just jumping in and starting a comic is the best way. The art, story, and everything else might change as you go, but it can lead to something better.
