Well, generally, exoskeletons are just flashy and impractical. I mean, the exoskeleton has to support its own weight, the weight of the user, and the weight of any additional load. Besides, metal's at a premium. Kestrel's golem is made of wood, remember? So an exoskeleton would have to be made of wood as well, and bones are stronger than wood already.
