He may or may not be able to direct his flight to a certain extent. There are two ways to make wind, weather mages and weather altering artifacts. Just because Quentyn can't be the first doesn't mean the second road is closed to him.

The only problem with someone else's problem, is that there is always that one person who gets stuck with everyone else's problem and will never be able to right off his problems as someone else's. At least that would be what I could imagine to be the problem with a Someone else's problem field.
