I did a quick to "cat legends" and it appears that at least the guy being talked about here is not using the Cat Legend content. I just get a "rampage network" entry portal.
If that is the case, it looks like making people aware of what happened is the only real recourse.
If, OTOH, the guy does use your content without permission (you'd have to check any forms you filled out. etc. to see whether permission is granted) it may be time to call in the lawyers.
Mind you, I hate lawyers the same way I hate deep pits filled with hundreds of irritated coral snakes. But they both have their uses.
Anyway, hang tough. You've got friends here.

You can actually challenge his right to the domain name. Given the fact that it was purchased with the intent that it would be yours, has nothing to do with him, and is named after your comic, you have a case... though not necessarily a strong one.
Go to <a href="http://www.icann.org/udrp/udrp.htm">ICANN</a> to read up on dispute resolution. It may require you to trademark "Cat Legends", as a simple copyright doesn't seem to be enough. There is also an administrative fee involved. This fee is likely to be significantly less than any court action, mind you, and can result in the domain name being transferred to you.
If you're serious about it, I'd look into it for sure. Since the domain expires in december, that's a long time to wait.
A friend of mine works as the technician at the local YMCA, and they've gone through this before with a .ca address. It was summercamps.ca, and it was held by a travel agency in europe who booked summer camps in canada. Since the .ca domain extension is meant ONLY for canadians, and the YMCA has summer camps, they won the dispute, and took the domain name away from them. The cost was $200 canadian.
This fee is required by both parties, as far as I understand, so if you pay the fee (which could very likely be less for a .com) and he doesn't, then you win by default.

Anyway, get back up somewhere else and make it loud and clear to your audiences that you are back up elsewhere. Make a little banner and offer it up - I'd put it on my site for awhile if it said, "Cat legends - now elsewhere due to a sneaky little bastard" or something like that.

I hope that you'll fix it all right and that the mighty hand of justice will come down on that man. I don't rely much on mighty hand of justice but it's nice to dream on.
It might be helpful if the word about this spreaded over webcomic community, at least for other users of the host... But it'd be a tough burden for you to carry as well, so you'd have to be sure that you know you want to get into such large scae conflict.
Incidentally, which host was it?
