NEW:Outage Jan 23rd

Okay this outage was caused by two things...
One I upgraded Mysql on the forum server
which broke replication
which broke phpbb
which broke the wiki
which broke internationalization features

This last feature is why nobody was able to login to the forums. Apparently mysql now runs in UTF8 mode (or should have been the entire time) but in converting things over it trashed the schema's. So I'm having to manually go through each table and convert them to UTF8, possibly temporary breaking things.

IF YOUR PASSWORD DOES NOT WORK, REQUEST A NEW ONE. THAT IS ALL.
(everything else should be working)
