I think the real problem is that if someone is determined and creative enough it really doesn't matter how much security you put up, someone is gonna breach it sooner or later.
one of three things are gonna happen.
one, quentyn gets another assignment
two, quentyn snaps and take his frustration out on rahan (bad idea)
three, rahan gets bored...
personally I don't think three has much leeway which leaves us with solution one (which I hope) and solution two (which I dread).
course he could always go with F.F.IX "solution9" that usually works.

Personally, I think it's strange that Rahan and his pals are buying dresses... Y'know, for a small amount of money, Quentyn could probably convince the local shopkeep to 'inquire' about Rahan to his family, possibly 'in his best interests' or 'to see how the dresses were fitting' or something equally plausible...
Can you imagine Rahan's family confronting him about his purchases? Because I somehow doubt they'd buy 'we were dressing up a combat practice dummy'
And Quentyn would be in the clear. He'd know he'd embarrassed Rahan, solve his 'dressed dummy' issues, and probably given the village something else to talk about.
And if things went too far, Quentyn could probably go to Rahan's family and explain that it really was just a prank that Rahan was pulling on him, no real 'funny business' to it. I'm willing to bet if Rahan became a village pariah, or even close to it, his current friends would be gone in a blink, and wouldn't be around to explain matters. If Quentyn fixed things ((More than likely out of simple guilt)), Rahan might see him in a new light. Or at very least, not mess with him for a while, out of his own feelings of guilt. Could even be a chance to show that Rahan's just 'filling a role' with his 'friends' and give him the opportunity to try to be a good person, or at least a better person as far as our favorite Questor is concerned. After all, most of the stunts he's pulled on Quentyn thus far aren't much more than childish malice, causing either discomfort or embarrassment. If he really had beef with Quentyn, he could do something seriously worse...

Interestingly, I think Rahan is EXTREMLY jealous of Quentyn. And what do bullies do when they jealous of something? They try to destroy and redicule, cast down down to their level, becuase nothing is worse for a bully than to see someone that he hates be better than him. And Rahan KNOWS Quentyn is better than him.

What I don't understand is how the village, particularly the council, can get so up in arms about Quentyn's misfortunes and blame it all on him...
...but when a bunch of other villagers start becoming vandalizing delinquents, they seem to be all looking the other way. What is this, Rahan's rich daddy using his money to buy off the village authorities? The council and any other authorities afraid they might displease the local big, fat money-maker by daring to dicipline his spoiled brat offspring?

Well, between Quentyn's perceived offences (risking a war with the Gragums, crime spree throughout the capital...) and Rahan's real ones (childish pranks), I can easilly see the council being more worried about the former. I too was bullied a lot. One of the kids who bullied me was the son of the guy in charge of all the schools in my area, so you can imagian nothing was done about it. I guess that is one reasion I like Quentyn so much.
