What I heard is that female dwarves disguise themselves as men when they go out. At least, I think Tolkien's did. All the xenophobia and such.
I guess they didn't want anyone trying to rape their females when they went shopping.
In any case, I say let the player decide.
I once played a hairless dwarf who covered it up with a fake beard (and maybe a toupe). 'Twas quite fun.

In the Hobbit, not only only do both male and female dwarves, they can have blue and green beards as well, all the colors of the rainbow beards. In the Discworld series, both females and males have berads. I think Mary should be able to choose whether or not she has a beard.

I just want to say that I find Merry's expressions in the second and third panels to be incredibly funny. I love the little bit of tongue sticking out. So classic.
And I agree with her - no beard, and I just don't care. As shyal mentioned, there are always such things as razors to explain unusually hairless dwarves.

Tolkien never actually came right out and said one way or the other, at least not in writings published in his lifetime, and nothing at all about disguises (which is silly anyway.) He did say that it was impossible for outsiders to distinguish dwarf women from the men. Since all dwarf men have beards, if the women were beardless they'd rather be instantly identifiable. It therefore inescapably follows that the women were bearded too, and this is commonly accepted in Tolkien fandom. However, in parts of The Silmarillion that were only published in the History of Middle Earth series, Tolkien does come right out and say that dwarf women had beards. See http://tolkien.slimy.com/faq/Creatures.html#DwarfBeards.

Actually, unless RH says differently, I stand by tongue. I looked back to check, and I just can't see teeth. The line could be the division between teeth, but it looks more like the little line that's often drawn down the middle of the tongue, especially since it only goes part-way down. But more importantly, it's too rounded, and looks too much like one piece. If it were a pair of teeth, I would expect it to be squarish, perhaps with some indication of the division between them at the bottom as well as the top.The JAM wrote:[...unWARP!!!]

maybe a dwarf woman with no beard but long hair would be less easy to distinguish if she had some of her hair in front over her shoulder.
that and most people's decision is based on the quickest of first impressions and that may not even include the question of
"does it have a beard?"
