Oh good lord, looks as though hes making ready for some old fassioned gorilla warfair. Explosives, and what I recken to be 'Fishpopper-Granades' in the background of the second to last pannel, and a bucket full of nasty stuff X.x even if he dosn't get WC back, theres gona be some serious fireworks.

welp, i cant figure out what he's doing with the bucket ... it smacks of chemistry experiments i remember doing but its different enough that i dont recognise what he's aiming for. Im also wondering what the effect of bathing it in lux for three days will be
it looks almost as if he's trying to make a battery there...
looks like he's making himself a wackadu too ... although i might be wrong. oh gawsh i hope he's going to put more forthought into this approach to go with the increased preparations.

Fireworks? No...
I don't know how lux works, at least I don't know very well. But three things that he said give me a clue.
1) First of all he didn't list what specificly he was using inside of the keg. Now, this serves two purposes, one being that Ralph doesn't have to describe it for all of us nerds. But more importantly, two, in the purposes of the story line, that means whatever he is doing is possibly dangerous. I'm a chemist by trade, I know how to mix all kinds of interesting household items. I will NOT share those, simply because someone who does not know what they are doing could hurt themselves, or worse.
To summermize, the device is possibly dangerous.
2) He made it large. He mentioned that he did that before, just never to that scale. If you make something a little larger, you don't make that kind of comment. So whatever he is making, he expects it to make an impact.
Second summery, it is possibly dangerous, and it is going to be big.
3) He left it by the luxfont for three days. The luxfont is what I would call in my own stories a SOURCE. Unbelievable amounts of power cramed into a small area. The fact that he left it there over time means that it was absorbing something, namely the lux. And the fact it is right next to somethingn of such power means that it absorbed a LOT of it.
He made something that is possibly dangerous, is going to be big, and will have three days worth of luxfont power behind of it.
He's made a bomb.
Our dear quester has gathered everything he needs, is arming himself with explosives and weapons that he actually knows.
And to top it off, he's made a BOMB. They drove him over the edge, and deserve everything they are going to get.
Before people get too excited, there are many types of bombs. It could explode with lights and flashes and sound and be distracting, providing a good light show. But if that was all... why not share how he did it? There is still the element of danger.
It also could simply be like an EMP bomb, but instead of shorting out lux it would blast everything in the hovel and recharge it forcefully. Which would also do lights and fireworks, but would also have fun with Wildcard. A VERY angry quester with a fully recharged WC and the emotional fire to have it strike true would be a sight to see.
And, it is possible that the bomb could be explosive. While I don't think it is inside our quester to actually do harm, I for one am vengful enough that I wouldn't argue with him bringing half the building down on top of those scum. They have stolen from him, they have beaten him up, attacked him, humilated him, and drove him all through this so they can have their greedy way of life.
In the end, it could even be a combo of all three. But, needless to say... I think he's made a bomb. And if they have finally droven him to this point, then all I can say is god have mercy on them, both in this life and the next.

Always a fun thing, I like to plan my out over years and years. Like that bully in HS, I slipped a can of anchovies into his cart at the store, yup, so when he gets home he has to tell his wife that he bought ANCHOVIES!!!!!!!!!!!!!!! My revenge is sweet.

To cross-repeat something: My initial guess is that we have a luc-powered pipe-bomb with rock-salt for shrapnel. Which means that the lethal radius is a bit smaller than if he had used metal for the shrapnel, but that any injuries it will inflict will be much more disablingly painful.
I think the idea of the EMP is also pretty likely now that it has been mentioned. Over-loading all the tappers and recharging Wild Card is good... and also remember how touchy the journey boots were the first time he used them? Too much of a charge can be a bad thing, in this case for slicer sticks and other assorted things of the Royals.

Just to throw something out here, can we conclude for sure that what he's made in the barrel is supposed to store lux? Consider:
Basically, we know the reason that he placed it somewhere was that it could stay there undisturbed. It could be that the riverside was where he figured no one would disturb it. If the latter, then the fact that it was the luxfont is really incidental; the primary reason for the choice would be isolation or lack of traffic, and in that case, the purpose for setting it aside might just be to let it age rather than to let it absorb lux.
If he meant that he chose that particular spot by the river because people wouldn't go there, though, then the absorption of lux could be his purpose.
Any thoughts on reasons to interpret it one way or the other?

As for the bucket, for a moment there I thought he was going to make ice cream or something....

I'm not convinced that that is a pipe bomb. Why? Because of how specific he is with the makeup of it.
Copper pipe. Why copper? Iron is cheaper, and much less maliable. If you want a pipe bomb to explode, you want something that will shatter, not bend.
Rock salt. Why rock salt? Why not just pebbles? They would do very nicely for shrapnel, stinging quite nicely, less likely to cause permanent injury, etc.

You know, at first I wass sure that is was some remote detinated explosive (which is one of my most favorite concepts in the world), but what Maxgoof and Wayfarer said is a diffenate possible solution. What if the battery is for WC? He goes in, creates a distraction using the fish poppers, uses the whakadu to subdue anyone who catches, and, when he lays paw on WC, plugs into the battery to get an instant recharge.

So, we have what is either a massive battery (or explosive), a box of low grade water soluable explosives, a few galss bottles, some white thingies, ans a stick ocvered in glowing green runes. Whatever that all adds up to I'm sure its going to be messy.
And does anyone else thing our hero looks surpisingly not-maualed. One would think after that he would need professional medical attention.

Purely for the purposes of clarification, I made no suggestions as to what he might be making - I haven't a clue. I merely brought up the question of whether or not lux was the point of the thing. I thought I was working off of the two possibilities that had already been suggested (though they are probably not mutally exclusive) - that it was intended to be a lux-based item in some way, or that it was going to be chemistry based. I can see the possibility for a lux-based item, of course, but due to the way the caption is worded, I can also see the possibility that lux was never the point at all. Perhaps it's some sort of chemistry process that requires time to sit undisturbed before it's ready to be whatever it is. Of course, I don't know enough about chemistry to know what it might be.

I don't know the chemical composition of rock salt, but I know table salt is NaCl, sodium chloride
I also think I can recall how modern fireworks have a problem with making blue light because their current chemical needs a very specific temperature which makes producing a blue light firework kind of hit or miss.
