What do you think? How could I improve on this, and what looks 'off' in the comic?

Noir Style - Tips and Tricks?

Well, noir style (and I really am no expert, so don't take anything I say to heart) seems to be more of an up and down thing to me, not side to side. I can't explain why I think so.
Noir is also grittier, and while you have plenty of black going on (good thing), too much of it is in solid chunks. Black should give the drawing a dramatic feel (like shadows), not just look like a background color, t-shirt color, skin color...etc.
You should probably find a better way to make panels. The very thin white lines make your drawings look kind of impromptu, seeing as how the rest of your comic doesn't use such thin strokes.
