Web Folders in Windows
I use FrontPage 2002 for web-editing and I want to know if I can use Windows 98's Web Folders to upload to my site.

Admittedly I don't have much keenspace-specific experience, but I do have some web experience in general, so I'll tell you don't use either of those things.
The FAQ post has a list of ftp programs you can use to upload your pages. I personally use one not listed there, Coffeecup Free FTP (http://www.coffeecup.com). It's pretty easy to use.
Hand-coding basic html is pretty easy too; though I personally use a generator to do most of the coding for me right now, I'm manually coding a little less than half of each page. There's lots of html primers available out there, or you can invest in a good editor, but avoid things like Frontpage.
