This is further complicated by the Proconsuls (the leaders of the provinces) who have veto power over Tribune appointments, and who are in turn chosen by the Publicani (or tax-collectors). Those wishing to gain the office of Publicani must of course gain the favor of the Serf Orders and the Praetorian guard first. Then they have to, um, go fight a hydra or something.(Damn, it was a lot easier to take over the Comic Collage forum.
