I know its to do with mexican/spanish text, but what does the upsidedown ! signify?

In Spanish, punctuation like "!" and "?" are used at the beginning and end of the sentences. I assume it's because Spanish is such a simple language that it may at times be hard to differentiate in the reading without a head's up at the front. I honestly don't know why it's used. I just like it.

This is unlike German where punctuation consists of loud exclamation marks and random spitting. Oh, and we can't forget the weird non-English upside down quotation marks, of course.

I'ma staying at the el cheapo Econo Lodge - Austin 6201 E Highway 290
Austin, TX 78723 It's in North Austin it says close to such fantastic sites as: LBJ Museum, Highland Mall AND.. "Malibu Go-kart"???

If you know of a meeting place or point, then I can cab it or whatever. Otherwise, (obviously), I'm clueless, and carless as well for that matter.
