Well, Frank Black is this singer person. I don't personally know his music, but I know he hangs out with TMBG, and does live shows with them, etcetera, so he must be good.
Also, he is mentioned in The Bloodhound Gang's masterpiece 'Fire, Water, Burn':
"I'm not black like Barry White, no, I am white like Frank Black is."

And it used to be Frank Black & the Catholics.

Far freaking out! "Francis Black" wasn't intentional? There seems to be a multi-level synchronicity at work here, then:

"Frank Black" the solo musician and star of "Frank Black and the Catholics" is also known as "Black Francis" of the quasi-punk group The Pixies. He is also known to be obsessed with UFOs, which occasionally feature in his work. In fact, one reviewer described his vocals on a particular Pixies song as "screaming like someone who had just seen his kid sister abducted by aliens". This is interesting in that it describes Fox Mulder of the X-Files, who in one of the few episodes of the show that accurately reflected the complex nature of the UFO phenomenon met a policeman named "Frank Black", who was actually the lead character from another show called Millennium which was basically a clone of the X-Files dealing with the occult.

Honest. I swear that I never heard of Frank Black before Darnn mentioned him, and I don't watch TV.
I wrote the beginning of TCoW several years ago, and Francis Black just seemed to be a nice name for a character.
I didn't realize a possible double meaning behind an insane Uncle Sam until Elizabeth pointed it out. For the most part, names hold no special signifigance in the comic. I'm not overly fond of names, but since other people find them useful, I give them to characters.
Street numbers, on the other hand...
