It's from Tin Toy, one of Pixar's first animation shorts. The fact that the baby looks so creepy is the main reason they chose to do Toy Story as their first major film, so they wouldn't have to have too many humans in it.

It looks kinda deformed, I thought it was from some adult horror animation or something.
