Jonoleth Irenicus.

I can't help to be amazed by magic, and to have a wizard like Irenicus destroying the fabric of reality foundation with just a thought makes him my best villain ever.

Also, his phrases are charmingly the motivation to quote him:
"Silence, dog! You have no purpose but to die by my hand."
"I cannot be caged. I cannot be controlled. Understand this as you die ever pathetic ever fool."
You are exceedingly curious about people's fears and ask inappropriate personal questions about what scares them.

Honestly, I thought that was his dumbest line ever. "You will suffer! You will ALL suffer!" was much better.

I was just randomly quoting. I do believe all his lines are interesting enough to quote anytime.
But yes the escapee lines are his best. They do make our blood boil with excitement.

Q, from Star Trek TNG. He's not really a villain, more of an antagonist, but he threatened to UNMAKE LIFE ON EARTH just to fuck with Picard. Also he has style, baby. STYLE.

My favorite Bond villain is Jaws. He's just awesome. Sure he's just a henchman, but come on, he has steel teeth. That is awesome.

And I'd like to second Hans Gruber.

I always thought of him as the worst villain in Star Trek. He considers Picard more of a friend, and his diabolical plot for Voyager was to knock up Captain Janeway. Besides, he was acting on behalf of the Continuum when he tried to unmake humanity; it wasn't his idea. For an omnipotent being he really does do a good job of getting outsmarted by mortal humans. After seeing him beg Picard for asylum I really couldn't respect him as a villain.

Well most villains get their comeuppance, and as I said he's more of an antagonist than an actual villain, but say whatever you want, I still love Q.

Also I haven't really watched any Trek aside from TOS and TNG, so speak not to me of Janeway and Sisko, for I shall not understand.

Basically, Q killed another Q in VOY, which has never happened before. So the Continuum wanted another Q to end some kind of Q civil war. So Q paid Janeway a visit and was like "let's have sex" and Janeway was like "hell no" and he was like "Okay." So then Q made amends with another Q, so Q and Q had a child, Q, which ended the Q civil war and all was well. Got that?

I liked Q, but he was never... how do you say... ruthless enough. Not like the Borg or The Master, who barely have any semblance of a conscience at all.

if you're gonna go Star Trek than there is only one truly great villain. Khan Noonien Singh. He is by far the most evil of all the trek villains. It's because he represents the darkest aspects of human society. One of star treks major themes was that Humans and society could evolve beyond their problems and achieve their potential and he comes Khan who it the polar opposite of that idea. It's my favorite Star Trek movie. plus he has such great villain dialogue, though he stole a lot of it from capt Ahab. "From hell's heart I stab at thee..."

KHAAAAAAAAAN! Yes I concur.

Also where is the love for Hannibal Lecter? That is the Silence of the Lambs. Come on the guy was only in the film a few minutes yet we all know who really terrified you and grabbed your attention. Just pure villain awesomeness. Highly intelligent and morally flexible.
I hope your not expecting me to make a joke not related to ninjas, pirates, Jesus, cyborgs, or a combination of all of those.

Oldschool Master. John Simm was good and all, but Antony Ainley had an evil little beard, a big high collared cloak and a proper villain laugh. You can't argue with that. I hear Delgado was amazing too but I never saw him :(

My favorite villain is Desslok from Star Blazers (that's Dessler from Space Battleship Yamato for you purists.)

(Spoiler alert, if anyone doesn't know this stuff): He was always very cool and collected, he had style, but what really does it for me is that he reforms at the end. The wonderful scene near the end of the series where he finally has Wildstar and Nova at his mercy, and sees just how bravely they've fought for the world they love, and he realizes he just can't bring himself to kill them. He gives this amazing speech about the necessities and compromises of war, wonders aloud whether or not he would do it all again, gives the heroes some advice on how to beat the Comet Empire (the main villains of the second season), and leaves them in peace.

Lector is a good call. for a man who is so intelligent, educated, and sophisticated he has no moral compass or empathy. He's a very charming charismatic guy and is completely evil. He reminds me a little of Kurtz from heart of darkness. He's not insane but utterly free of any social morality.
I do have to say that as good as Anthony Hopkins was in Silence of the lamb I think Manhunter was a better movie. Michael Mann is a genius.

Has anyone here mentioned the greatest Star Wars villain of all time? Grand Moff Tarkin! We are talking about the guy who told Darth Vader to knock it off. He was just so deliciously evil. The man ordered the annihilation of an entire planet despite the fact that he actually thought the princess gave him what he wanted. And just his appearance gave me the chills. The extreme aristocracy feel you got from the character and his extreme devotion to the Empire just make him a great villain.

Indeed, most...but not all. Which is why I vote Portia from The Merchant of Venice. She ruined her dad, got all his money, manipulated the main guy 'til he was literally her property, and got her girlfriend to do the same with his best buddy to basically tell him "you're married to me now, you can't have friends anymore". No remorse, and no comeuppance. She makes Lucy Van Pelt look like a saint.

Best of all, she's not an "evil for the sake of evil" or "world domination/destruction" villain, which I loathe. She's just selfish, petty, and cruel.
