So. One of the things I was due to do when I got back was talk to the vice principal. My brother's been doing badly in school, so mum went down to talk about it with a group of the teachers, since she had her own complaints. The counselor asked where mum sees my brother being in ten years. She said hopefully graduating/going to college. The counselor snorted right in my mum's face. Don't know if it was MEANT bitchily, but I got really pissed off.
Well
My brother has a really bad bullying issue. Recently the "fad" is to take his stuff and hide it. Yesterday, it was his backpack. Stayed after school and found it, but once we got home, we couldn't do all his homework, his math book was gone. Mum writes a note to the teacher explaining what happened, and saying she's sorry and that my brother will catch up on the work when he gets his math book back.
Teacher drops the ball in three... two... one...
She starts yelling at him, in front of his whole class, that he lost his own damn book and that he shouldn't be making up things about other kids to get out of trouble for it, bla bla bla, making stuff up is wrong, bla bla bla yada yada.
He got to the car today and started crying.
He's got track and field day in about half an hour, I'm going down there to rip her a new asshole.

That teacher is a cunt. I mean that in the most derogatory use of the word. If a teacher EVER did that to my kid, belittled him or her like that (and publicly no less), I would deck them. To hell with assault charges, I'd have that teacher's career subsequently ruined for their behavior. Doesn't matter if your brother was telling the truth or lying, you never ever tear someone down like that without getting all the facts of the situation, and you ESPECIALLY do not do it in front of others to make them "an example".

While I agree with you that the teacher's conduct was deplorable-and I've been on the other side of similar on several occasions- I think you might be over-reacting.
THe teacher needs to be slapped down, hard; but if this is the first time that teacher has reacted in that fashion, then some slack should probably be given. For instance, if many kids are coming with similar excuses to cover for themselves just not doing the homework, then it's understandaable, while not being excusable, that the teacher might feel the need to make an example in order to retain control--in the US, at least, far to many teachers are put in no-win situations between unruly kids, unreasonable parents, and restrictive policies. Many parents either don't care, or come in with the attitude that the student can do no wrong.
what really bothers me is that it sounds like robby's brother is the victim of system-wide discrimination, from fellow students and the faculty.
that implies that the administration is looking the other way, and that is where I would be storming if it were my family. I'd be demanding the principal/head/whatever do something about this, and if they failed to do something, I would be following up on it with whover is higher up.

They're hitting him. The kids in school are fucking physically hurting my brother and the school refuses to do anything. "Pissed off" does not even BEGIN to cover it. I can relate more than you'd beleive. From kindergarten through 9th grade, I faced daily torments like that that. Changing schools didn't help. My parents going up and fighting with the schools didn't help.
The only things that ever really made things better were fighting and refusing to give in. I can and did lead to internal issues.
People would tell me not to fight back, to get an adult, to ignore it and they'd go away. those people were clearly quite distant from reality. Adults were useless, if not downright hostile. I'd get in trouble for fighting back, and was sent to jail 3 times in 7th-8th grade for defending myself.
still, fighting is sometimes the only way to stop bullying, which is still considered harmless by most adults, even though it has led to colombines and virginia techs--in fact, i would say it has a hell of a lot more to do with them than lax gun control.
