No, but I know a bit of the letters. The last word on the line below the big letters - "KTy?xy" (the char replaced by ? doesn't exist on a non-cyrillic keyboard) - is "Ctulhu".

And on the top line, the seventh word seems to be Ctulhuslavia (I wonder where that is).
