That's what I do. I do a quick sketch (what my art teacher has officially dubbed a gesture drawing) of the whole body. THEN, I go for the eys, nose, mouth, clothing, what have you. Hair is always last.
This is going in my notebook titled "Things I Didn't Know about Surface Dwellers."

An oval for the head, then some shoulders, then an oblong from the body, add wild flailing arms and legs, then detail.

I start from eyes, sometimes from nose. But only for doodles, when I draw a comic I always start from outline of the face.

For doodles I often start with the hair. When I'm building a drawing it really varies a lot... shoulders, outline of the face, hair, or someplace else entirely.

Man -- judging from the pose, I'd say the mega-walker at the end of the first level.

...what? It's totally a Battletoads pose! Exactly!
Actually, you're right :D I drew this straight after i played Battletoads.

Cwuuuuuuuuute...

And the disclaimer: it's true. No matter how Rock tried, he couldn't get them to mate. They were like chocobos.
