We have a winner! A clue to how her power works comes from her name, which will be revealed on Monday. But yes, she is able to slow down time around her, thus giving her the ability to appear to move very quickly, but there is a cost, as we see. ^_~

as I recall, light moves through space at a constant speed, however the speed of time is variable, causing the speed of light to appear to be different between two observers.
