I'd like to think that Das would be gentle enough to not break his arm. Although, if that's the case, then that's an even bigger jab to poor Lightbringer's ego, that she's actually protecting him from hurting himself.
On the other hand, Das can be a bit of a lummox, but she is relatively aware of how strong she is. ...for the most part.

How does a person regulate their super strength? It isn't something that can be turned on and off. Is there a point where she could say, "Yup. That is about normal for a woman my age. Better not push it."?

Well, that's kind of a good point. It's not like heat vision, after all. She's just really strong, so she's not employing "a power". The fact that she can hold him in place is a facet of her power. She doesn't have superpowers in the traditional sense. It's a genetic ability.
But I suppose what she means is that she's not really trying to move his arm. If she did, she'd most certainly crank him over. I'm not losing any sleep over it.

I'd guess it's probably in the same way we can regulate how much strength we apply to any object. A year or two ago there was an arc in Superman where he had lost his powers for a year and it turned out it was a mental block - he had full control over his abilities and when he could apply them and when not. In a way, then, I'd say it's likely that while it isn't a "clap on, clap off" type of deal, with proper training they know when not to crush someone's hand or throw them across the room during arm wrestling. ^_~
