If that is what happened, that's really mean. Not that Crowley didn't deserve it at the time, he was using her as a hostage after all.
As far as tactics are concerned, I recommend cheating.

Consecrating one's saliva is a pretty slick move. Given that Crowley has to use tongs to handle Holy Water (and it's very very deadly to him) - ow!

One question is: does consecration wear off? If not, then when Alucard kissed her back at the dance (and when she kissed him after Pip called her cold) it must've stung quite a bit. Not that he'd mind.

Moot point. The blessing in question was on the spit in her mouth at that time. The time between this flashback comic and the "Kisses" you refer to should be enough for the "Holy Saliva" itself to have left her system, blessed or not.

Well I think Hellsing is supposed to be, in part at least, a religious order. Isn't it "In the name of God, impure souls of the living dead shall be cast into eternal damnation" or something like that? Also, wasn't Integra planning on performing a religious service for the Queen before everything went down toward the end of the TV series. That shows that she does have some religious authority.

Of course, I'm just going off of my faulty memory here. It's been a while since I've watched the TV series.
