Well, yes and no.
First off, and this will come up in the comic in the near future (so consider it a sneak preview for forumgoers), Lucky doesn't actually have any real control over his powers.
Timebender needed a distraction. But so did Lucky. Things happened. Was it his powers? Just a coincidence? That random chance that follows most heroes around and causes (to a lesser extent) coincidences? He never really knows (and rest assured, it's the sort of thing that he worries about.
