Yeah. As far as I know, Kevlar isn't really 'bullet proof' It just helps slow down the bullet and reduce the impact it has on a person. Most bullet proof vests have a ceramic plate inside of it between the Kevlar to actually stop the bullet.
But I could be wrong. I haven't been keeping fully up to date with the latest in body armor technology. This is just what I remember reading about it.

Kevlar bullet proofing stops the bullet, at least that's the plan, it doesn't work so well for high calibre or armour piercing rounds though - that's what the plate is for. But since plates are heavy and expensive they're only placed over vital areas, plus they might set you on fire if you get hit - LOSSA SPARKS! I think. I should really check that one up, I haven't actually heard of soldiers getting hit and going up in flames... But they do make a lotta' sparks. They're made from a composite glass metal or something.
