He usually misuses them. They seem to work quite well. The batman costume worked perfectly until he ran himself into a wall. The rocket skates worked fine until he hit that train. It should be noted that more than once though, it's been shown that the Acme company is run by a roadrunner, and it's possible their devices don't work for road runner hunting coyotes.
