I got to the point where I got the giant head, but then I ran out of hooks and my snowman melted and I didn't know what to do.

You have to put the snowman's hat on top of the big ball at the top. Once I had everything balanced above the water after that, the dial turned, nothing else fell, but the middle of the ball at the top turned into a rotating sun, the big head's eyes lit up, and there were applause. Nothing has happened since...
