Like others have said, in terms of presentation it boils down to the story being pitched. In terms of development it comes down to personal preference; I myself love traditional processes, and develop my work with them only (with the exception of adjusting levels and removing stray lines in Photoshop).
If it's a webcomic you're creating, there will always be a required minimal amount of digitalization with your work, seeing as you're moving from a tradition medium to a digital medium (via scanning and digital storage).

I hug traditional media. Obviously I'm not averse to digitally created comics because that would be silly. Digital comics are nice and clean and proper and I enjoy them. Traditional comics tend to be a little rougher looking and sometimes seem more emotive, and I enjoy them.
I draw on paper because 1) That's how I've always done it and I'm a sticky whiny old grandmother and 2) I like being able to hold the page and carry it around with me and show it to people and look back quickly at it even if I'm away from the computer.
I might end up coloring digitally one day because JEEPERS MISTER WOULDN'T THAT JUST LOOK SO PROFESSIONAL AND CLEAN? But in the meantime I'm a bottom-feeding amateur and I'll just work on trying to improve what I can do so far. Plus the fact that I already get headaches from staring at the computer too intensely when I'm just touching shit up with the GIMP, and that's only two or three hours at a time.
I just hate the way stuff looks when I scan it. It always looks off no matter what I do and how long I sit there at the computer being desperate and sad. Probably should stop comparing myself to digital strips, heh...
