The year was 2565: Humans had colonized most of their solar system. There were orbiting habitats around Venus, Earth, Mars, Jupiter, Neptune, and in the rings of a Saturn and Uranus. Diamonds were mined in the heavy gravity of Uranus and shipped back to Earth while fossil fuels where found on Jupiter and Saturn. Colonies had formed on most of the moons of the gas giants and economy was booming for rich businessmen. In the later years before colonization, the peoples of earth decided that they would share the wealth. However, it was usually the poor who were sent to be colonists on some worlds. One such place was the floating cities of Neptune.

After much investigation, it turned out that Neptune was one huge ocean, kept warm by a swirling core of hot magma. Floating cities were made using robots and the old colony ships and the minerals in the water coated the frames of these cities, turning them into giant crystal deposits: beautiful but fragile. The peoples of Triton, Persephone, and Aphrodite (the three floating cities) were mostly decedents of Japanese scientists and Hispanic workers who came with the first ships. After fifty years, populations had blossomed to the point where the cities were beginning to become over filled, and even with the abundant fish of the oceans, there was no way to build more land without the raw material and so the governments of Neptune made a new law to help preserve their world; each family could only have one child. As long as this rule was followed, the government would pay for school and the child
