First, welcome to the forums.
So I'm torn between how I'm handling the backgrounds. If you don't know, I use real pictures (most found off webshots.com) and I blur them. Some look great, and some just don't work.
Or should I use a different technique? Drawn backgrounds, or basic multi-color, or single color, or plain white? Due to the severe complexity of blurred photos I can't use GIF, so I have to use 80k jpegs.

I'm lovin' those blurred backgrounds. I'm also thinking that you should get a digital camera and take your own pictures to be blurred, giving it that "hometown feeling". Also, if you have one basic background for each locale, it will be easier to know where people are as time progresses.
That's only my 2 cents though. Other people will likely disagree.
