I'll go out on a limb and speculate that it says a couple more things.

A) Gunpowder is not commonly used for weapons. (It may not even be available to those Outside, but that's a different issue.) Why? Because on Earth, once even the early muskets became available in quantity, armor stopped being an effective protection.

B) Magic is rare. Considering the potential for tossing electricity or heating metal, I'll apply the same logic as in "A" and say storming a wizard's stronghold while covered in metal is a good way to get targeted.

Crossbows were considered disreputable weapons and no knight would be caught dead with one of them. There were times they were even under papal edict.

Still, they DO have bowmen, possibly longbowmen. The latter'll be nasty to face off against.
