I usually consider it risky to mention fiction on this forum, becuase I have a hard time distinguishing between conservative and liberal pieces, and I'm anxious of what will happen if I accidentally choose the former. But this series is just too good to keep to myself.
100 Bullets is a neo-noir comic book series by Brian Azzarello and Eduardo Risso. In each story arc, the enigmatic Agent Graves offers someone an attache case. Inside the case is a photo identifying the person who ruined the recipient's life, and indisputable proof of this. Also included is a gun and 100 untraceable bullets. The recipient can do whatever they want with the gun and bullets without fear of retribution from the authorities.
There are nine books and 71 issues (out of 100) in publication. If you like noir, this may be worth a look.

"I can say—not as a patriotic bromide, but with full knowledge of the necessary metaphysical, epistemological, ethical, political and aesthetic roots—that the United States of America is the greatest, the noblest and, in its original founding principles, the only moral country in the history of the world." - Ayn Rand

One recipient, heroin addict Jack Daw, gets a photograph of himself. Graves says that Daw can do whatever he wants with the gun, and notices without turning around that Daw has drawn a bead on him. "Typical. I tell you that you're the one who ruined your life, and your first response is to shoot the messenger."
They can try to kill Graves, but they likely won't succeed. Graves was a very dangerous man once, and he's so good at his job that he's lived to be very, very old. Get the picture?
