OK, let's look at this from a "It's a comic strip" point of view.
Ralph would not set up a situation like this unless he intended it to be the start of a major story arc.
He is not going to provide a simple resolution which gets Q off the hook, that would be a letdown with a THUD.
Q is the hero of a comic strip, therefore he is not likely to fail in the end.
So what is going to happen is that Q will go on the Quest and come back successful.
BTW, away from the Luxfont the human world will be a "Low Lux" area. This arc could get...interesting.

Getting back to the questorverse, the mistwall pretty much makes moving outside the polity a nonstarter. This is a lifeboat situation in some very real respects.

For political power (census reapportionment) they count people, not legal residents or citizens. You can be for or against any sort of changes to legalization, that doesn't change the apportionment math which is based on warm bodies in state on census day (month/year really).

Now reinstituting a stiff program of expulsions might just change the number of warm bodies but it'll also likely change other things about California, some of which may make the state more attractive to legal residents/citizens. It's tough to say without an actual bill to read

So wouldn't a reasonable accommodation be a mini lux generator? Those gargantuan machines handle lux generation for an entire city plus 7 villages. How small could you get something that just needs to handle the needs of one individual?

Hard to tell. We have hand-held batteries but not hand-held nuclear reactors...

There are smaller Lux generators... you just need something to power it with. I beleive I have heard of goat treadmill powered ones.... IMHO what Q could most easily use would be ANYTHING powered by a heat difference, even if it was very inefficient, so long as it didn't weigh more than a pound at MOST (remember small size). He would just make his camp fire a little larger at nights, and stick the hot side of the device in the flames with the cold side sticking out beyond the fire circle.

Ah, but what if he's trying to hide from someone? Can't exactly light anything or risk giving your position away. But under normal circumstances, that might work.
