It could be, since the boots he had before in order to disguise himself got stripped by the Red Caps. Boots ain't cheap, so, the easiest thing to do is drain the boots of lux, and they turn brown.
Only now, it seems, they are getting luxed up.
Will that cause him a problem? I don't think so. Recall the Red Caps had wall climbers. It should not seem odd that anyone would have some lux item on them. Probably quite a few.

Remeber how little Quentin had left on when he stripped himself of everything Lux charged before going after the Wrights? It'd probably be more unusual to have nothing Lux related on his person.
