Project Orion is in essence an excellent idea; space is big enough for the radiation to dissipate, the Orion ship would be not too difficult to build (I mean, we already have the plans)
and the main fuel (nuclear explosives) is already present. It would be a great idea even if it were only purposed for nuclear disarmament. Plus, the relative abundance of nuclear fission explosives currently on the planet means that we have an ample supply of fuel, so the project will receive a kick-start seeing as to the fact that we won't be wottying about fuel until after the first (few) flight(s).
However, one issue remains;
The plans indicate that it would be to be launched from earth
using the nuclear drive right from the start.
This would mean that we would have radiation flowing into the atmosphere with every launch, and it has been calculated that
on average at least a dozen people would die per launch.
If I were on the space program *cough*snowball'schanceinhell*cough* I would propose we were to launch it into orbit using chemical rocket boosters, from there use maneuvering thrusters (no, this is not a result of too many sci-fi - without maneuvering thrusters it wouldn't be able to change direction, which would also mean that it would be unable to slow down) to direct it to its destination and to give it a speed boost, once it's clear of the Van Allen belts deploy the nuclear bombs.
Would require a lot more resources - not to mention time - but would prevent more than a few stray radiation particles to find their way back into the atmosphere.
Alternatively, we could also build a space elevator and use that to bring the Orion into orbit. There are also plans for a 'vator;
