Maybe, but I doubt it. Eyes are too beady

We also haven't considered another fact along those same lines. Just which real theif in their right mind would so obviously comit a crime in braud daylight? Pickpockets use a simmeler technique but this 'guy' (I use that word lightly) nicks all of Quintyns stuff, like he wants to be caught. Could it be this is just a ploy to get Quintyn to folow 'him' ?
Good point, Astral, one other thing: Quentyn's travel boots were made by an apprentice mage. In a society rife with luxcraft, there have to be similar items that bestow other abilities upon the user. (Hint: *purple scarf*)

Nah, he is just hiding his face like a coward.
Yes, sir. I agree completely. It takes a well-balanced individual... such as yourself to rule the world. No, sir. No one knows that you were the third one... Solidus. ...What should I do about the woman? Yes sir. I'll keep her under surveillance. Yes. Thank you. Good-bye...... Mr. President.

Seriously though, thats too vivid'a purple to just be a fancy scarf. If dye is anything like as hard to get hold of as our equivelnt that should be a realy expencive grament, however if it's luxed that makes a lot more sence. I just don't see why they would take all of Quintyns stuff. It makes no sense, he had his ring pocket open, why woulnd't he just pick it? Why take everything when its bound to slow you down. This guy has either got a real good escape plan or is trying to lure Quintyn some where... could it be one of those lads that were giving him trouble on his first arival to the Sanctuary? personaly I doubt it, but its still a posibility.

Well, if I was stuped enough to steal the Questor's sword, I would be scared to show my face too.

Well, its a good question. Even if he was trying to lure Quintyn somewhere, he might not know what the sword is capable of. Then again, in the same instance he could know 'exactly' what it can do, and even behind that there are many reasons and motivations as to why he would nick it if he knew it was so dangerous.
Okay, first off you're giving thieves way too much credit. if they were smart as they think they are, they'd be making an honest living.
Second, A thief will grab whatever they can lay hands on. Quentyn was keeping his coinpurse close and had all his attention on it. He DIDN'T have his attention on his travel pack or on his sword.
Third, not every thief is a pickpocket. This sort of "bump and go" is common for young punks who haven't got the chops for that sort of sleight-of-hand. Knock the mark down, grab what you can, and run like hell. And as you'll see, this sort of theft DOES involve a lot more planning than you'd think.

That would also explain the clothing.
While it looks strange, and maybe even suspicious, it does hide the identity of the thief after he has struck.
My guess is that the thief will start shedding some of those clothes as soon as he thinks he's safe, or even after rounding the first corner if there's a crowd there.
The coloured scarf?
It almost screams 'look at me!' doesn't it?

Maybe someone (or group) does not want Quentyn to leave, they just have to delay him long enough to miss the schedualed luftships so take his sword (he won't leave without that). The problem with that theory is the theif has a patch on the hat indicating a poor person (but anyone can dress poor or hire a petty theif for this plan)
Unrelated but if there is a rate increase, there is inflation in the current economy. I don't know what other conclusions can be infered from the presence of inflation.

Just a random street crime. A remote Semtex charge would solve this problem though.

Look at the clothing the thief is wearing. Ratty hat, patched clothes, sandals instead of shoes or boots.Just which real theif in their right mind would so obviously comit a crime in braud daylight?
Consider his/her apparent size.
I think the thief isn't exactly a hardened criminal. More like someone young, down on their luck and desparate.
