I always felt sorry for Captain Needa... He seemed like a good guy doing his best at a difficult job.

Yeah. You could say that he knew the risks when he applied... but I doubt word of Darth Vader's, um, disciplinary policies get very far.

IF he applied. I don't imagine that the Emperor minds agressive recruiting and drafting policys.
Also, the Imperials have really good PR. Luke himself dreamed of becoming an Imperial Officer back on Tattooine.
