...becuase he sure is being evil at the moment!
Ouch!
Check that Smile of Evil Intent (TM) on strip 117!

And his actions! how cunning and callous!

Maybe starchy doom awaits him.

Maybe all Steve got in his stocking was coal (made out of marzipan, of course!)

Ah, someone who knows about European tradition!

I never got coal, but I know that my Russian aunt once joked about going to the shed and getting an "extra present" one time...

Perhaps Steve has come under the influence of a Grinch-like being?

Aww...

Actually, there's a complex system relating one's deeds and the presents one gets. It's not just "naughty" or "nice", those are actually just the only two outputs the equation can give you.
To make a long story short, all Santa cares about is actions - intent plays a much smaller role. And for all overt purposes, Steve was being very generous with his time and resources to make and give Charles all that marzipan, and engineer the total marzipan experience (TM).
Charles, on the other hand, is guilty of gluttony.
Furthermore, SANTA is an anagram of SATAN, and an ill-hidden one at that. And he dresses in red. And he takes bribes. Of marzipan.

Satan is only an anagram in the English speaking world, so it is obviously not true, if it were then Santa would be encouraging greed, gluttony, anger, envy, ummm, never mind....

***Boring real world stuff follows***

Saint Nicholas wears red because he is based on Saint Nicholas of Mirna, who was a cardinal of the Catholic Church. No longer a saint on the Catholic calander he remains a saint of the Orthodox church to this day.

***End of boring real world stuff***

The Auld Grump, who apologises for the Saint Nicholas intrusion...
