Personally, speaking as an artist, it'd take an awesome writer to convince me to draw a comic that wasn't mine for him/her. Even then not always.
And to get everyone else to techinically draw your comic for you... well, if you can do that you must be incredibly charismatic.
You're not drawing a comic for someone else; it's a collective work that gives credit to everyone. The one who starts it won't determine where it will end.
I remember there used to be a site called Impromanga in which someone would start story off and then pass on the torch, so to speak, to someone else who signed up. That first author would have no expectations on where the story will end up. You get to see a whole bunch of takes on how each person interprets the previous writers' works. The site eventually went down due to the site maintainers losing interest, but there were quite a few stories that were finished (there were multiple projects going on at the same time).

The most successful jam ever is probably comicollage, but that runs on a predetermined rotation (which has gradually evolved over the years), rather than the free-for-all system.

I did this with a couple of friends, but the comics never got past five cells. My friends were not as interested in the idea as much as I was. Eventually I just started my own and to this day I continue producing a presentationally incosistent comic.
