"Wen(2) hua(4)" = Cultural "gung(1) yeh(4)" = Industries
Numbers refer to pronunciation modifiers. Either you know them or there's no easy way of explaining.
1= Flat (this is how you talk in English)
2= Ascending (similar to English question)
3= Dscending then ascending
4= Descending (forceful)

The two words here are Wen and Gung. This is a contraction that is commonly used for other industries, notably chemicals, electrical equipment, light industries, and heavy industries. The full phrase "Wen hua gung yeh" is common, as the Taiwanese government has been trying (and failing) for many years to establish one- and probably wont succeed for a while because the talent just isnt there, because everybody grows up wanting to be an electrical engineer (even the girls). For any of you who go to college, you can imagine what kind of cultural industry a country of electrical engineers is going to have.
That is why the contraction has never been used. There simply aren't any businesses to speak of.

The four broadcast television networks supposedly don't make money. The oldest one was and still is government backed, one was started as a military station, and the two others are run by political parties.

Cable TV is hardly any better, with many organizations and political parties keeping a lot of stations afloat, while others are simply direct imports (and they don't even dub, its all subtitled.) Programming is often imported from Hong Kong, Japan, the USA, mainland China, and even Korea.

The film industry consists of art films and is kept alive by government grants.

The government is the largest producer of animated cartoons, mostly for educational programming. There are some companies that do subcontracting work for Japanese studios.

Newspapers don't have comic pages.

Over 90% of comic books are Japanese imports. The ones that are locally made are usually based on martial arts.

Although the music industry has the advantage of having natural import barriers, it too is in decline against Japanese and Korean imports, even though there isn't a rise in the number of people who can understand those two languages. The fact that its two main markets, Taiwan and China, have the world's highest rate of music bootlegging doesn't help.

In this kind of situation, entertainment has gone down the paths of mining the past and low budget, lower quality, and lowest taste reality entertainment.

Right now, the government is still attempting to create a cultural industry, but the real focus is in biotechnology, and a continued expansion of the EECS-industrial complex.

I have decided to go for a modified version of #3. The eye detail was removed to get a simpler logo that would still look good when reduced to a small size. Some other minor refinements were made to the shapes. This logo also has the flexibility of both a vertical and horizontal (and diagonal) layout, in this case the one you're seeing is the horizontal.
