The GIMP, man! =)
This is what (almost) everyone editing graphics on a UNIX system uses.
It can be had on gimp.org
But you're probably using Windows, right? That's no problem!

http://www.gimp.org/~tml/gimp/win32/downloads.html
For most things, it's comparable to, say, Photoshop, and it's free. It's also a MUCH smaller download.
The Windows version doesn't work quite as well, so you may prefer a native windows tool(Photoshop being the only thing really comparable, Paint Shop Pro aside), but it works well enough for a lot of people.
On a side note, the user interface SUCKS. Then again, Photoshop's user interface sucks, too, just in a totally different way.
Good luck!

Yes, the Gimp rules. I've been using the Windows version for about 7 months now. It used to have some nasty obvious bugs but it's pretty good now! I like it a lot.
I also recommend www.gimp-savvy.com which has online version of a book Grokking The Gimp to learn a lot from. Expect a long learning time, but I think it was worth it.
There's also an egroup gimpwin-users where people post updates, tips, etc.

------------------

Alright I posted this in my forum, but like 2 people read what's in there so I'll have to bug EVERYONE in here. I've been using Lview Pro to edit my pictures(and THAT explains why I'm late and/or the pictures look "wonky). I've been looking around for other "free" programs to use(anything is better than Lview or Paintbrush which is what I've used so far). So, please help a newbie in need, reply with what you recommend or you could even just e-mail me with a site of where to get what, I'll be trying anything you suggest(yes I've gotta LOT of time on my hands). Thanks in advance!
oh yea here the e-mail

LView is a great program, it just doesn't have that many options =P Just thought I'd share so that I could get another plug for my comic =P.

------------------

I'm currently using LView Pro under Windows 2000, and having loads of success. I don't do much besides straight-forward coloring and resizing, but for the occasional motion-blur effect, or other tweak LView has worked well.
The problem I have with it is that it was non-intuitive (I used to do most of my image processing with Graphic Converter for the Mac). What I've found, though, is that if it performs an operation in a way that you don't like, it's probably because you TOLD it too.
--Howard
------------------

PhotoImpact is the best graphics utility for comic strips. Bar none. It has all the font options you could ever want, it has excellent coloring abilities, and shrinking the strip gives off a perfect antialias at anything from 20-30%. I wouldn't know why your comic wouldn't be in that range anyway.
