I read a comic where under the comics page they posted the script in text format. It was a parody comic that used screenshots from the movie it was riffing though. It's a bit different than many other comics as most of it's humor came from the text instead of the actual pictures. The actual pictures were really secondary and most of the time I didn't look at them while reading.
This would not work as well for a lot of other comics.

Just going to leap in here and say that while I have sympathy for the hardships of disabled people, it's not even nearly what my work is about. I fully expect my comics to be inaccessible to at least 95% of the Earth's population, not out of vanity, but because what I do does not appeal to most common sensibilities. This is going to sound really pretentious, but I will not compromise my artistic vision for the sake of reaching out to those billions of people, so what makes the millions of sight impaired people different? We're talking about choosing a color scheme on the basis of what appeals to the color blind; I need millions of colors just to get a small approximation of the images in my head. If I paused to take any considerations of the audience into account, let alone tried to base all design on them, my work would be less meaningful to me and its quality would lessen.
So, I'm sorry, but I can't choose what to produce any more than you can choose your ability or inclination to consume. Such is the fickle nature of the craft.
On reflection, there would be some room for handicap accessible webpage design. I don't have any skills in that regard, but if anyone wants to volunteer. . .

As far as I know "manga" translates to "irresponsible pictures". Just as irrational as the word "comic" to describe any sequential art, but a hundred or so years of use has given it a familiarity and that's all it needs to be effective.
