Haven't found anything saying so either way, but is the nominating limited to comics only on Comicgenesis, or do they include all webcomics everywhere? That is, comics hosted privately or on competing webcomic hosting rings?
So, say, if I wanted to do something obvious and vote for 8 Bit Theater or Megatokyo, is that allowed, or does it have to be limited to CG comics?

It says on the main page that there's no restriction as to what comics can be nominated. Personally, I do want to help out the underdog but at the same time I'm yet to find a better artist than Dan Kim v(' ')v
