That someone has been using that IP to do bad things(tm). If you have dynamic IP, restart your PC or router to get a new IP, then it should hopefully work. If you have static IP, I guess it's time to scan for spyware, virusses and root-kits

Sometimes too even if you have a dynamic IP your entire ISP can end up getting banned if a service subscriber from your ISP keeps causing persistent trouble reseting his dynamic IP to get around a ban. It's happened to me before where an IRC server has banned all sympatico accounts because of the actions of one jackass. Such bans rarely last longer than a week because they tend to affect a lot of innocent people and most IRC servers are reluctant to impose a complete ISP ban because of that reason. So whoever was misbehaving must have really been acting like a class-A douche.
