I'm on the "If it's not broken..." side. Especially when it's her mothers suggestion. Especially at her age (she's roughly the same age as you, right?), mothers still have way too much influence. She may not even like the idea herself, but is afraid to say so. Maybe she likes them big - or she will when she gets a bit older, and figures out how much the guys like them.

And really, when some people are saying "they aren't bigger than mine, not going to cause a problem", I can't imagine there is any reason. I wouldn't even suggest bringing the subject up with a doctor. If she has back problems, talk to a doctor about THAT. Let him bring the breast size up, if that's the problem. If he doesn't, the problem is somewhere else.

Besides, even if she has breast-size related problems now, it doesn't necessarily mean that smaller breasts are a solution. She's still growing, if not vertically, then at least horizontally. Her breasts are probably just a bit ahead of her back (still, IF there is a problem), when her back catches up, she will be able to carry them with no problem.

Oh yes, let me add that the mother had that surgery done herself, and even her grandmother had it. Just so you know.

As my wonderful Mum was often want to say when I was a little younger, "If everybody stuck their head in an oven, would you?!"

It sounds awesome with her Aussie accent :D
I shall keep myself in oysters for the rest of the week, thank you very much.

Um, technically, we are arguing that what mum says is NOT always right :P
