I had the same problem with Geocities when my entry for the Apple of Enlightenment contest at Starmen.net (Earthbound rocks) won first place. I had +250 people looking at a +350 Kb file. Even though the website had NEVER had any traffic at all for the earlier part of the month, Geocities shut it down. They told me that if I wanted to, I could update to their pay service, and this wouldn't happen. The only thing I can suggest is either wait, and it'll "refresh" after a day (but if you go over the daily limit again, they'll shut it down), or you could put it up on keen, but there's a good waiting period for that. One other thing that you could do it that you could set up an account somewhere else, Angelfire or Tripod, for example, and use those for certain parts of your site, until you can figure out what to do. Like you could put the comics up on Angelfire (they're better than Geocities, but I'm too lazy to apply) and still use the Geocities account for the character page, the about page, whatever. It cuts down on the webusage on Geocities by a lot, and the second service (while still up there) wouldn't be nearly as high as the other. See what you can do. I tried to look at it yesterday, and it wouldn't let me. Spoony thing. Hope that you get this sorted out!

power leads to corruption
corruption leads to a life of crime
crime doesn't pay
therefore reading makes you go broke?
